  The principles of risk communication were discussed, with emphasis on risk communication for minority groups. Effective risk communication to minority groups depends on the recipient's understanding the message, being motivated to act on it, and having the opportunity to act on it. The characteristics of a minority group must be determined in order to make it possible to reach the target group. To achieve good understanding, it is helpful to pretest messages with persons who are representative of the group to whom the message is directed, and then use their feedback to revise the message. The underlying belief system of persons in a minority group will influence how they rate a hazard. The differences in belief systems that risk communicators and minority groups have can cloud an already murky situation. Risk communicators must also think of the whole population, as risk communications to one group often affect another. [Description provided by NIOSH]
