  This testimony summarized information and comments from NIOSH regarding proposed rule on child labor regulations and the Work Experience and Career Exploration Programs (WECEP). Data which had been collected by NIOSH regarding adolescents treated for work related injuries were noted. Approximately 64,100 adolescents in the United States required emergency department treatment for work related injuries in 1992, a rate of 5.8 injuries per 100 full time workers. Three of the proposed technical modifications in the procedure for obtaining occupational variations are felt by NIOSH to expose youth to activities with substantial potential for serious and disabling injury. These three include use of a deep fryer or cooking grill with a maximum temperature of 375 degrees; operate power driven mowers, weedeaters, trimmers and whips with nylon string only; and load and unload goods weighing up to 30 pounds provided that such work does not exceed 30% of the minor's weekly hours worked. NIOSH reports 5,244 cases of adolescents injured from July 1992 through December of 1993 from exposure to deep fryers or cooking grills. NIOSH recommends that deep fryers and grills not be part of the job environment for 14 and 15 year olds in these WECEP. The use of ride on mowers should also be excluded and the current prohibitions concerning the age of workers loading or unloading goods to and from trucks should be extended to the same aged children involved in the WECEP program.
