Description:This testimony outlines some of the accomplishments of NIOSH which would be of help to OSHA in developing guidelines for establishing occupational safety and health program standards. Specifics discussed in this testimony include the nature of the risk, the value of safety and health programs, suitable language, the most appropriate methods for educating employers, and incentives for effective management. The testimony discusses the ordered evaluation of feasible and effective control options. The three elements of this effective hierarchy of control, in order of preference, are: prevent or contain hazardous workplace emissions at their source, remove the emission from the pathway between the source and the worker, and control the exposure of the worker with barriers between the worker and the hazardous work environment.
