Description:The major differences between the OSHA proposed rule and the NIOSH recommendations for the protection of hazardous waste site workers were described. The hazardous waste site worker (HWSW) is subject to exposure to unknown hazards, the undetermined chronic effect resulting from exposure to mixtures of substances, and the accidental release of harmful substances during remedial operations. Additional risks are heat and cardiopulmonary stress. To reduce such risks NIOSH recommended hazard identification, limitation of the number of workers who must wear high level personal protective equipment, restriction on the number of workers who could enter the hazardous area, good work practices and engineering controls, and an aggressive medical surveillance program. The NIOSH recommendations included the following: that the OSHA regulations apply to all workers engaged in hazardous waste operations; that the definition of small quantity generators be made consistent with the EPA definition of a generator which produces no more than 100 kilograms of hazardous waste in any calendar month; that employees of contractors be considered the same as any other HWSW; that a site specific safety and health plan be developed and a site control program be established; that a two level training program with background and site specific phases be implemented; that medical surveillance programs include all workers at a hazardous waste site; and that emergency responders receive training in hazardous material operations. The author concludes that the NIOSH recommendations are intended to provide the maximum possible protection to all HWSWs. [Description provided by NIOSH]
