Description:Cost and staffing for occupational health programs were discussed. Guidelines for conducting a staffing assessment developed by International Business Machines (IBM) Corporation were described. The guidelines provide a means for assessing current staff utilization, projecting future staffing needs, and justifying program costs. In order to determine and justify staffing needs at IBM, each department involved in the occupational health program was requested to record actual time required for each task. Time factors were computed. Capacity factors (the annual average number of workdays per full time employee) were calculated. Additional staffing needs were determined by subtracting the capacity factor from the workload. Sample calculations were provided. It is noted that the staffing assessment can be used to demonstrate cost effectiveness of an occupational health program. By combining data for total costs obtained from operating budget statements plus the number of employee visits, the total cost of the program, the cost per employee, and the cost of each medical visit can be calculated. The author notes that the costs and staffing requirements can be compared to occupational health programs in similar industries and with the consumer price index. Five year comparisons are recommended to determine overall program cost effectiveness. [Description provided by NIOSH]
