    This testimony summarized information contained in the NIOSH document Comprehensive Safety Recommendations for Land Based Oil and Gas Well Drilling. A safety analysis of this industry determined that workers in these areas were subject to injury from the use of tools and equipment unique to well drilling operations which were not covered under other industrial health and safety standards. The injury rate for employees in this field was about twice the rate of general industry employees from 1972 through 1980. The document stated general safety recommendations, safety guidelines for well drill machinery and equipment, and safe work practices. Nearly 80,000 workers in this field will be more safely employed as a result of the institution of the recommendations contained in this document. While some of the recommendations pertained to the installation of engineering controls, many were aimed at proper education and training of the workers, proper housekeeping, and preventive maintenance programs. Proper use of personal protective equipment was also considered. An urgent need was cited to gather information concerning hearing problems so that a hearing conservation program might be developed for this industry as quickly as possible.
