Description:A control technology assessment was conducted at USS Chemicals (SIC- 2869), in Havermill, Ohio, on June 14 and 15, 1982. The purpose of the survey was part of a NIOSH program to obtain information on the methods and techniques used in chemical process industries to control or eliminate workplace exposures associated with chemical operations. The facility produced phenol (108952), acetone (67641), and phenol derivatives using cumene (98828) as feed stock. Five separate processing facilities were located within the complex, with approximately 250 employees. Industrial hygiene was provided on an as needed basis by the United States Steel Corporation. The primary health hazards involved were exposure to phenol, aniline (62533), carbon-monoxide (630080), ammonia (7664417), and high temperature process materials and equipment. A corporate safety program was followed that included safe job procedures, basic training, individual contact, maintenance of employee records, accident investigations, awareness charts, physical condition inspection, activity reports, and periodic audits. Personal protective equipment was available to fulfill the needs of the job. Hard hats and safety glasses were required in all areas. Area and personal monitoring were provided as needed. Single and double mechanical seals were used on pumps and agitator shafts. Housekeeping was generally good throughout the facility and was exceptional in the aniline and phenol facilities. The author concludes that the corporate safety program in use is excellent because of the detailed procedures outlined and because of the follow up methods for reviewing and upgrading existing procedures.
