Description:As the second half of a two-part series examining the development and use of an SH&E life-cycle cost model, this article addresses implementation. Specifically, it discusses the reasons behind SH&E cost modeling, with attention to making economic choice decisions among mutually exclusive alternatives. The article also discusses how to design and implement an SH&E economic choice cost modeling initiative, and presents a template of SH&E life-cycle phases, cost factors and activity drivers to capture and estimate costs.
