Description:A bulletin was presented on the interagency approach by the Department of Health, Education, and Welfare (HEW) and the Department of the Interior for the implementation of coal miner health protective measures in accordance with the Federal Coal Mine Health and Safety Act of 1969. Health objectives of the Act included provision of medical examinations to coal workers to detect pneumoconiosis; reduction of respirable dust concentrations in coal mines; transfer of workers with evidence of pneumoconiosis to safer work areas; protection of coal workers from occupational hearing loss; insurance of minimum standards of sanitation in the workplace; and provision of adequate medical care to injured workers. The liaison arrangements between the Department of the Interior and HEW were described. Information was provided on the symptoms, prevalence, and diagnosis of coal workers' pneumoconiosis. Dust standards and measured levels were discussed. The compensation features of the Act for disabled miners and their survivors were reviewed, including types of benefits, amount of payments, disability determination, and development of medical evidence. Program expenses were presented for the three Federal programs (NIOSH, Social Security Administration, and Bureau of Mines) that bore the major costs for carrying out the health measures of the Act.
