      The appropriation item for the subject activity has just been reduced approximately 50 per cent for fiscal year 1946 as a result of post V-J Day review. No reduction has been made or is anticipated in Extended Program malaria control. States are being apprised of this reduction in War Establishment malaria control funds in order that orderly planning can be initiated which will permit attainment of overall MCWA program objectives within the financial limitations imposed.

      A. During the calendar 1946 malaria season War Establishment anti-malaria protection will be confined to the following classes of establishments of the Army Navy, Coast Guard, Marine Corps and other special installations designated below, where significant malaria mosquito hazard exists: (1) Separation and Debarkation Centers; (2) Permanent Posts and large camps containing substantial troop complements. (3) General and Marine Hospitals (Army, Navy, Public Health Service and Veterans Administration), and Armed Force Rehabilitation and Recuperation Centers; (4) Active Arsenals and Service of Supply Depots owned and directly operated by the armed forces and containing substantial troop complements; (5) International Airports. B. The following classes of establishments will be deleted from the MCWA program at the end of the current malaria season: (1) Prisoner-of-war Branch and Main Camps; (2) Civilian Housing Areas; (3) War Industries; (4) Recreational Areas of all types except Rehabilitation and Recuperation Centers for the Armed Forces; (5) Access Roads; (6) Army and Navy Arsenals, Ordnance Works, Navy Yards and Service of Supply Depots not containing housed armed force complements of substantial size; (7) All Temporary Camps, Posts and Airfields not included within Section II-A. These include training camps and fields, maneuver areas, security positions, etc. C. Liaison Officers have been requested to furnish advice to this Headquarters as per attachment. This information will be forwarded to states as received Additional information will be issued by the Army and Navy through the press.
