ELPAT program report: background and current status

    The Environmental Lead Proficiency Analytical Testing (ELPAT) Program administered by the American Industrial Hygiene Association (AIHA), United States Environmental Protection Agency (EPA) Office of Pollution Prevention and Toxics, and the Centers for Disease Control and Prevention, NIOSH, provided environmental laboratories the opportunity to evaluate their analytical abilities and improve their performance in lead (7439921) abatement studies. Offered once per calendar quarter (round), the ELPAT program compared the analytical results of lead samples collected from the member laboratories with data obtained from reference laboratories, which were required to achieve a rating of proficient in past Proficiency Analytical Testing (PAT) evaluations and perform well in EPA sponsored sample digestion analyses of paint chip and soil samples. Proficient ratings were given to laboratories when all results for the last two rounds fall within acceptable limits, or at least three fourths of the results reported in the last four ELPAT rounds are designated as acceptable. ELPAT round 7 took place in May 1994, with 96% of the 307 laboratories enrolled submitting results for paint samples, soil samples, and dust wipes. Of the participating laboratories, the percentage of outliers for all analyses fell below 14.3%. ELPAT summary statistics and summary of performance information were presented. A bias analysis was performed on ELPAT round 6 to examine the differences between principal sample preparation and instrumental methods. A statistically significant difference between graphite furnace atomic absorption (GFAA) and other instrumental methods was found; however, given the low number of laboratories utilizing GFAA, the finding was not considered to be of substantial importance. A list of lead reference materials was presented. The EPA National Lead Laboratory Accreditation Program was described in context to laboratories participating in programs involving lead abatement.
