  The Occupational Safety and Health Act is critically discussed placing major emphasis on the development and enforcement of standards which is considered too time consuming and too costly. The development of standards is not sufficient for controlling safety and health hazards, since it is unrealistic to expect any criteria document to include every eventuality and contingency related to a specific hazard. Professional judgment and in-depth workplace surveys are cited as more effective in the control of occupational hazards than compliance with minimum standards. Progress made by NIOSH in carrying out its responsibilities designated by the Act is briefly reviewed. [Description provided by NIOSH]
