Description:This testimony presents the view of NIOSH concerning the health effects of exposure to diesel exhaust. Recommendations concerning such exposures were first made by NIOSH in 1976. In the following years several federal research groups evaluated the research on the health effects of such exposures and few conclusive findings were found. In March of 1986 NIOSH published a white paper on the effects of diesel exposures citing evidence of an association between exposure to diesel exhaust and eye irritation and reversible decrements in breathing capacity. In animals, an association between exposure to diesel exhaust and both obstructive and restrictive nonmalignant respiratory disease was documented. In August of 1988, NIOSH recommended that diesel exhaust be regarded as a potential occupational carcinogen. Additional animal studies are cited which support this view. Two epidemiologic studies are also cited, involving railroad workers and their exposure to diesel exhausts.
