  Emergency procedures and protocol for dealing with industrial disasters developed at the Monsanto Corporation in St. Louis were reviewed. The facility employed over 5,000 workers in over 20 buildings. The headquarters site handled a large variety of chemicals, but only in small quantities. Topics discussed included defining the probable emergencies on the basis of geographic location and type of work, preparation of an emergency procedure manual detailing strategies for each emergency situation, staffing and facilities, anticipating chemical explosions and laboratory fires, regular required training sessions for all personnel, and planning for natural disasters. Specific emergencies identified were tornadoes, power blackouts, utility failures, fires, explosions, civil disturbances, bomb threats, and military attacks. When there is a threat of tornadoes, the plan provides for monitoring the location of the storm, a warning and preliminary measures if a tornado is spotted within 30 miles of the facility, and evacuation of personnel to underground tunnels if a tornado is spotted within 20 miles.
