Description:An extent of exposure study for the 1,3-butadiene monomer industry was carried out to measure occupational exposure to 1,3-butadiene (106990), to investigate control technologies and personal protective equipment programs, and to determine the number of workers exposed. A new sampling and analytical method developed by NIOSH was used to assess exposure to 1,3-butadiene; the method is not susceptible to interference from other four carbon compounds and has a lower quantitation limit of 0.02 parts per million (ppm). Walk through surveys were conducted at ten 1,3-butadiene monomer production facilities, followed by in/depth surveys at four of the facilities. For all job categories, full shift exposures were below the OSHA permissible exposure limit of 1000ppm. For all job categories, geometric mean full shift exposures were below the threshold limit value of 10ppm; however, some individual exposures for process and laboratory technicians exceeded 10ppm. Overall concentrations of 1,3-butadiene were lower than indicated by historical monitoring data, possibly due to improved engineering controls. Another factor may be the lower interference level with the NIOSH analytical method. The authors recommend adoption of several control measures: conversion to closed loop sampling systems; use of dual mechanical seals on pumps; use of magnetic gauges for rail car filling; conducting cylinder voiding using a laboratory hood or vacuum hood; and use of respirators during maintenance on process equipment.
