Preliminary survey report: control technology for chemical process unit operations at Ciba Geigy Corporation, Toms River, New Jersey.

  A survey was conducted to assess techniques to control occupational exposure to phosgene (75445) at the Ciba Geigy Corporation (SIC- 2815) complex at Toms River, New Jersey, in July 1983. The facility used sophisticated technology to control employee exposures. The phosgene cylinder receptacle and handling operations were completely isolated and enclosed. The reactors and reactor control panel were equipped with a high capacity local exhaust ventilation system that was continuously vented through potassium-hydroxide scrubbers. A system of phosgene analyzers continuously monitored all phases of the operation. The analyzers monitoring the ambient air were set to alarm at 0.1 parts per million (ppm) phosgene and those that monitored the scrubber exhaust streams were set to alarm at 2.5ppm. Personal exposure monitoring was practiced by all employees working in the reactor and storage areas. The employees were required to wear personal protective equipment. The author concludes that the facility warrants an indepth survey because of its sophisticated control technology and the cooperative attitude of the company personnel.
