Description:The trade name ingredient data base developed by NIOSH is described. The data base used information gathered in the first National Occupational Hazard Survey and is intended to provide NIOSH with a realistic perspective of the problems in the workplace. Ingredient information is compiled on about 60,000 products through the trade name ingredient clarification (TNIC) process which involves contacting manufacturers, editing incoming information, automating the data, and safeguard confidential formulas. Problems unique to the development of this data base are discussed, including those involving the handling of trade secrets. The use of administrative subpoena to obtain information from manufacturers when other measures fail is discussed. Procedures for obtaining ingredient information from foreign manufacturers are described. The author concludes that identification and specification of trade name products which are potential occupational exposure agents is an important function of hazard surveillance.
