Description:An evaluation was made at the request of a representative from Local 3723 of the American Federation of Government Employees of possible hazardous working conditions at the General Dynamics, Airforce Plant Number 19 (SIC-3679), San Diego, California, including possible exposure to polychlorinated-biphenyls (1336363) (PCBs). The major use for this building was as a storage facility for furniture, fibrous glass molds, electrical parts, and surplus war materials. Environmental air samples were collected from 11 locations in the building
none showed evidence of detectable PCB concentrations. Surface wipe samples demonstrated PCB concentrations from nondetectable to 11 micrograms/square meter (microg/m2). Surface wipe samples taken from the surface of a leaking transformer indicated concentrations ranging from 1500 to 1600microg/m2, higher than the suggested limits for PCBs. Blood samples from 30 individuals were analyzed for PCB concentrations and found to be within the limits for a normal nonexposed population. The author concludes that a health hazard from exposure to PCB did not exist at the time of the study. The author recommends that visibly contaminated areas from the leaking transformer be reevaluated for the effectiveness of previous cleaning efforts and recleaned to reduce the contamination to an acceptable level. If the metal heat treatment operation is to be restarted, effluents should be directed to the outside through local exhaust ventilation.
