Description:In response to a request from an authorized representative of the National Treasury Employees Union (NTEU), an investigation was made into indoor environmental quality at the Celebrezze Federal Building, Cleveland, Ohio. Internal Revenue Service (SIC-9311) employees on floors 2 through 6 of the building had complained of stuffed nose, dry throat, headaches, eye irritation, and general discomfort. The building was a 31-floor rectangular office building with a loading dock located on the south side in the sub-basement level. Several perimeter ventilators had excess particulate buildup and one had a water leak. The doors to all smoking areas were left open to the hallway and odors were evident. No biological growth was visible in the four heating, ventilation, and air conditioning systems, although standing water was noted in one. Temperature and humidity measurements were within the standard guidelines. Fatigue, strained eyes, stuffed nose, irritated eyes, dry throat, and headache were reported by 57, 50, 43, 41, 37 and 34%, respectively, of 127 employees who completed questionnaires. The authors conclude that no exposure or conditions were found to explain reported symptoms. The authors recommend that efforts be made to improve the indoor environment.
