Construction Laborer Dies After a Water Truck and Scraper Collide-South Carolina

Description:The case of a 30-year-old construction worker who was killed at a highway construction site was reviewed. The victim had been employed by a highway construction company for 2 years as a construction laborer. On the day of the accident the victim was working on a new multilane interstate highway. One of his tasks at the site included driving the water truck to wet down the roadbed for a new section of the highway. The truck had no seat belt restraints and was supposed to be driven between 15 and 20 miles per hour. At the time of the accident, the driver of the water truck was going about 45 miles per hour while he wetted down a section of the highway. As he approached a fully loaded 631-D Caterpillar earth moving vehicle, he lost control of the water truck and turned sharply to the left after running over the elevated roadbed crown. The water truck hit the other vehicle, and overturned, throwing the victim through the windshield. The victim died of massive head injuries. It was recommended that all vehicles be equipped with seat belt restraint systems, that the current safety program be reevaluated, and that speed limiting governors be installed in appropriate construction vehicles.
