Description:A 16-year-old laborer employed by an electrical construction and maintenance company was electrocuted as he was coiling a deenergized power line which contacted an energized overhead power line. The worker was standing on the ground at the time of the accident. The task was being performed by three summer hires who had not received training for the task. The employer had been contracted to salvage the conductors and other electrical equipment from a deenergized, three phase, 440-volt power line that ran through an inactive oil field. The crew leader began to cut tie wires holding the conductors to the cross arm mounted insulators. The two 16-year-old summer hires on the ground gathered the conductors as they fell and coiled them up. As the crew leader released the conductors from the insulators, tension on the remaining conductors was increased, causing a nearby pole to lean into an energized 7,200-volt power line
the salvage conductors became energized, electrocuting one of the 16-year-old workers on the ground. Recommendations were made which included adequate hazard evaluations of each worksite
proper training of employees
development, implementation, and enforcement of a comprehensive written safety program
and compliance with child labor laws.
