Description:During the unloading of pallets of concrete blocks from a truck, a 41 year old truck driver was electrocuted. At the time of the accident, he was operating the controls for the truck mounted crane boom. The victim had driven the truck to a three sided, 5 foot high, wooden storage bin where he was to deliver the blocks. The bin was erected beneath an existing 7.2 kilovolt power line approximately 20 feet above the ground. The driver was standing on the ground between the back of the truck and the opening for the storage bin operating the crane with a hand held remote control unit. While attempting to place the second load of blocks on top of the first load, already unloaded, it was necessary for the driver to extend the boom. The blocks obstructed the driver's view and the boom contacted the powerline ; the current from the line passed through the remote hand held controller and the body of the driver. Emergency care could not be given to the victim until the powerline was deenergized. Recommendations included: enforcement of existing regulations concerning crane operations in the vicinity of overhead power lines ; conducting training concerning delivery site hazard awareness ; and the storing of materials in areas that do not create additional job hazards.
