    Antiretroviral Treatment and Access to Services (ARTAS) is intended to be implemented by agencies that either conduct case management services for persons with HIV or are engaged in linking persons with recently diagnosed HIV to care providers and/or auxiliary support services. This manual can be used by agencies such as health departments, HIV testing sites, Ryan White case management programs, drug treatment programs, or community-based organizations involved in HIV prevention.
