"The Profile is the nation's best and most complete source of data about local health departments (LHDs) in the United States. As such, it supports the activities of those working in public health practice, research, education, policy development, and advocacy. The combined efforts of this workforce protect and improve the health of all people and all communities. The 2008 Profile is the fifth release over a two-decade period, the first having begun in 1989. With each release, NACCHO has worked in an increasingly coordinated manner on definitional issues, data coordination, and survey administration with the Association of State and Territorial Health Officials and the National Association of Local Boards of Health." - p. iii
