It explains the legal basis of public health with the goal of improving the health professional’s ability to enforce local and state health laws and to enhance the implementation of public health programs. While law and regulation permeate the work of public health professionals, most health officials lack formal legal training. All too often, therefore, “the law” is viewed as an unnecessary intrusion upon, or major impediment to, achieving purely technical or scientific solutions to public health problems, rather than as a way to most effectively leverage compliance.
