  This testimony concerned suggestions from NIOSH regarding the proposed plan to reduce maritime exposure to airborne asbestos (1332214) fibers. NIOSH contends that there is no safe airborne concentration of fibers for any asbestos mineral. The current recommended exposure limit is 0.1 fibers/cubic centimeter. NIOSH reviewed both the OSHA asbestos standard for general industry and the standard for the construction industry. The proposed Coast Guard regulation is consistent with current OSHA regulations except that the Coast Guard requirement for employers to retain medical surveillance records for the duration of the employment and for the next 3 years, versus the OSHA regulation that such records be kept for 30 years. Monitoring of air and analytical methods used for such monitoring were also highlighted in this testimony, along with engineering controls and safe work practices.
