  Implementation of control in new industrial facilities as a joint effort of labor, management, and regulatory agencies was addressed. The author assigned labor the role of noting areas of fugitive emissions and bringing such problems to the attention of supervision so that proper corrective measures could be taken. Labor should also be involved in problem solving efforts based on familiarity with operations and equipment. In addition, labor should have responsibility for adhering to established regulations and assisting in education of new members in safe methods of operation of equipment and processes. The author assigned establishment of fair regulations and standards to the regulatory agencies. He noted that the agencies had the responsibility of having reasonable cost associated with implementation of any new regulation. It was suggested that an interagency committee streamline information and reporting procedures to minimize duplication and to reduce costs to the various facilities developing the information required. Management was assigned responsibility for taking the initiative in implementation of controls. Management's job description included assessing new regulations for cost and providing necessary feedback to regulatory agencies. Management might implement controls by being empowered to review proposed regulations issued in the Federal Register and establishing incentives for the work force leading to better controls. Recommended categories for consideration by management included elimination of hazardous material by substitution of unit process, application of current technology to specific equipment to contain emissions, devices to control hazardous emission in the workplace, controls to isolate workers, monitoring systems which warn workers of hazards and initiating corrective measures.
