Description:The need for a systems approach in technology assessment, recommendations for research, and conclusions derived from a NIOSH study were discussed. After a substantial effort to reduce or eliminate vinyl-chloride (75014) from the atmosphere in a polyvinyl- chloride facility, it was found that the most effective measure was stripping the monomer from the resin as soon as possible. The following five general recommendations were made for research consideration by NIOSH: safety work practices, with long range success depending on the education of the worker, attitude of the management, physical appearance and housekeeping practices, and efficiency of engineering controls; the use of reliable, simple, and inexpensive monitoring instruments; computer control of processes to reduce the human error factor; better mechanical design of equipment to reduce maintenance problems and worker exposure; and evaluation of the additives. Many additives were purchased as trade name products and the users did not know what they were. The author concludes that reduction in exposure levels requires technical expertise, time, and financial resources.
